The overturning of the Professional and Amateur Sports Protection Act (PASPA) in 2018 paved the way for states to decide whether or not to legalize sports betting.

Though West Virginia was one of the first states to do so—taking its first bet in September 2018—there were no online sportsbooks operating there for awhile after BetLucky ceased operations in March 2019.

It wasn't until August 2019 that FanDuel and DraftKings launched in WV, bringing back online sports betting to the state. Since then, a number of other sportsbooks have joined the party, giving bettors a number of options to choose from.

To help you decide which online sportsbook in WV is best for you, we analyzed each in a variety of categories. As sportsbooks change their products and as more books launch in WV, we will update this guide so you can always find the best options.

If your opening bet at Caesars loses, you'll receive a Bonus bet of equal value as a refund, up to $1,000. You must use the Bonus Bet within 14 days once it hits your account. Access it with our exclusive link here.

Caesars Sportsbook became one of the best sportsbooks available after acquiring William Hill and integrating its technology into the Caesars platform.

Caesars Sportsbook offers one of the best sign-up for new customers in the industry—a Bonus Bet up to $1,000 as a refund if your first wager loses. To claim the sign up offer, use promo code OA1000. Once you receive your Bonus Bet, you have 14 days to use them.

The perks of the Caesars Sportsbook don't end after you take advantage of the intro bonus, either. They offer some of the most competitive odds in the industry and have attractive ongoing promotions and odds boosts to help you win more.

Caesars also offers all major sports and bet types—including same game parlays that allow you to combine sides, totals, and prop bets from the same game in one parlay.

The Caesars Sportsbook app is also one of the best available in the nation. It's easy to navigate, is very responsive, and rarely crashes or has other issues.

Overall, Caesars Sportsbook is a phenomenal option when it comes to betting. They have the best sign-up bonus, great odds, regular odds boosts, and an awesome user experience.

New players receive $200 in bonus bets if their first $5+ bet wins. Your bonus bets will be credited within 72 hours of your first wager winning and you have 7 days to use them. Access the promo with our exclusive link here.

FanDuel is tied as our highest-rated sportsbook thanks to the competitive odds, generous promotions and odds boosts, variety of bet types and sports to wager on, and a great user experience on both the website and mobile app.

The Bet $5, Get $200 in Bonus Bets sign-up bonus if one of the best of all legal sportsbooks since it only requires a $10 deposit and $5 bet to receive 30x your initial bet if it wins. FanDuel's welcome bonus gives you the opportunity to build a nice bankroll to start off betting with.

FanDuel pioneered the “Same Game Parlay” and offers the smoothest and most complete process for betting them. With these, you can combine prop bets, totals, and sides from the same game in a single parlay. If you've ever seen screenshots of ridiculous parlays from a single game online, it was likely a Same Game Parlay from FanDuel.

Whether you are looking for a single sportsbook to use or want to add another book to your lineup of options, FanDuel Sportsbook is one of the best options currently available. There's a reason FanDuel dominates market share in the U.S. and we think you'll be very satisfied if you decide to go with them.

BetMGM Sportsbook is another one of our highest-rated online sportsbooks—scoring well in all categories we analyze.

To start, all new BetMGM customers are eligible for a Second Chance Up to $1,500. If your first bet loses, receive a refund in bonus bets up to the limit. There is no BetMGM bonus code required to receive this promo—it's automatically applied to your account after you register and make your first bet.

BetMGM also offers a wide variety of sports and bet types, generous promotions and odds boosts, competitive odds, and a good user experience.

Another thing that sets BetMGM apart is that it offers true same game parlays (called “One Game Parlays”). Like with FanDuel's Same Game Parlays, you can combine prop bets, totals, and/or sides from the same game in one parlay.

Of all the sportsbooks we've analyzed, BetMGM has the best customer reviews. On the Apple App Store, BetMGM has an average of 4.8 stars from over 87 thousand reviews.

On the downside, BetMGM doesn't have player statistics available in the app and it can be difficult to get ahold of customer support.

Overall, BetMGM is one of best sportsbooks currently available, offering one of the best intro promos in the nation, competitive odds boosts and ongoing promotions, a great user experience, and everything else you may want in a book.

BetRivers offers a second chance bet up to the following limits: $500 (IL, IN, LA, MD, MI, NY, PA, VA), $250 (CO, NJ), $100 (NY). You have 30 days to use the bonus bet if you receive it. Access it with our exclusive link here.

BetRivers Sportsbook checks in next on our list of the top sports betting sites/apps. It ranks as “best” or “above average” in every category we score.

The BetRivers intro promo is competitive with other sportsbooks. If your first bet loses, BetRivers will refund it with a bonus bet up of either $500, $250, or $100 depending on your state.

To make things even better, BetRivers regularly offers better odds than every other sportsbook—especially when it comes to the NFL. While other books have standard -110 odds, BetRivers often offers -109 or -108, meaning you have to win fewer bets to be profitable.

Aside from odds, you'll find everything bettors come to expect in online sportsbooks these days with BetRivers, including same game parlays, a variety of markets to choose from, a smooth user experience, and ongoing odds boosts and promotions.

On the downside, some customers have complained of bets taking a long time to settle. In addition, BetRivers doesn't offer team or player stats in the app/on the site—though you can usually find this info on other sites.

If you are looking for a longterm betting app, BetRivers is a great option thanks to the industry-leading odds and well-founded betting experience.

New players at PointsBet get a $100 Second Chance Bet every day for 10 days after signing up. If any of the bets lose, you'll be refunded in bonus bets up to $100. No promo code required—access here.

PointsBet comes in as another one of our best sportsbooks for betting on the NFL.

PointsBet offers a valuable welcome offer that gives 10 Second Chance Bets of $100 each. Your first bet of the day for 10 days after signing up counts as the Second Chance Bet and if it loses, you'll be refunded in bonus bets up to $100.

PointsBet also regularly offers many other generous promotions and odds boosts.

The unique PointsBetting system adds a unique twist to sports betting that is otherwise pretty much standardized across the U.S. With this, you win or lose more depending on how far off the result of your bet was from the line.

PointsBet has a nice user interface on both the app and website, and they allow you to bet on all majors sports and leagues. You can also bet same game parlays (called “Single Game Parlays”).

The only categories that we don’t rate PointsBet as 5 stars are Intro Promo, User Interface, and Deposits & Withdrawals—all of which it ranks as 4 stars (or “Great”) or higher. PointsBet’s sign-up bonus doesn’t have the same total value as other books (just $1,000) and it doesn’t have the variety of banking options as competitors.

Whether you are new to sports betting or are a seasoned veteran, PointsBet is well worthy of your consideration, especially if you like the welcome offer and like the unique PointsBetting system.

All Online Sportsbooks in West Virginia

West Virginia has had six online sportsbooks since the West Virginia Lottery Sports Wagering Act (S 415) was put into law.

However, BetLucky closed its virtual doors in the state in March 2019 and new operators, such as Betly, appeared in 2020, settling the total number of licensed operators to five.

That number might not be final, however, considering the law permits up to 15 online sportsbooks in the state.

West Virginia Sports Betting Timeline

As mentioned earlier, sports betting in West Virginia began only months after the end of PASPA in 2018. The Mountain State first passed a completely new law in the wake of the Supreme Court’s decision to bring down all laws that impeded the growth of sports betting.

Here are some of the most important moments in West Virginia’s path to the full legalization of retail and online sports wagering in the state.

  • January 2018: State Sen. Ryan Ferns introduces bill S 415 that aims to regulate and legalize sports betting. The bill becomes law without Gov. Jim Justice’s signature due to a possible conflict of interest.
  • March 2018: West Virginia legalizes sports betting on collegiate and pro sports competitions despite it still being federally illegal.
  • August 2018: FanDuel receives an interim sports betting license from the West Virginia Lottery Commission.
  • August 2018: Hollywood Casino at Charles Town Races takes the first bet from Delegate Jason Barrett. Barret placed a $50 futures bet on the West Virginia Mountaineers to take home the national championship.
  • December 2018: Mardi Gras Casino & Resort and Wheeling Island Hotel-Casino-Racetrack establish retail and online sportsbook BetLucky.
  • March 2019: BetLucky ceases to exist.
  • August 2019: FanDuel and DraftKings launch their respective mobile apps in West Virginia, only 48 hours apart.
  • January 2020: BetMGM launches its own mobile app and online sportsbook in the state through a partnership with The Greenbrier, making it the second skin of the casino.
  • September 2020: Mardi Gras Casino & Resort and Wheeling Island Hotel-Casino-Racetrack are back on track with a new sports betting app called Betly.
  • August 2021: Caesars releases its new Caesars Sportsbook app in West Virginia to replace the existing William Hill brand.

West Virginia Sports Betting Rules & Regulations

The West Virginia Lottery Sports Wagering Act (S 415) dictates sports betting in the state.

Currently, placing bets on WV-based and global professional and collegiate sporting events is entirely allowed. Only high school-level events are off-limits.

Each online sportsbook is required to have a land-based casino partner. Casinos can have up to three skins—meaning, they can partner with up to three betting companies.

Who Can Register with Online Sportsbooks in West Virginia?

Anyone that is 21 or older can register for an account with West Virginia’s online sportsbooks. However, to place a real money bet, you have to be physically located in the state—this goes for both residents of the state and its visitors.

Here is what the registration process looks like after you choose a sportsbook:

  1. Go to the sportsbook’s website and look for the “Register” or “Join” button.
  2. Fill in necessary information for registration.
  3. Deposit money via one of the available methods.
  4. Take advantage of the intro bonus for new customers if you’d like. Be sure to read the fine print!
  5. Have fun and remember to gamble responsibly.

Bear in mind that licensed and regulated bookmakers will have West Virginia Lottery Commission’s stamp on their pages, a clear signal of their legality and fairness. Playing in offshore online sportsbooks is prohibited and foremost dangerous since you can’t be sure of the site’s fair practices.

Is Geolocation Required?

All states—including West Virginia—are required to use geolocation software to ensure that users are within West Virginia’s borders.

If you are betting on mobile, the apps will use your phone’s built-in location tracking. If you are betting on your computer, you will likely have to download the GeoComply app or a similar software to verify your location.

What Types of Markets Can I Bet On?

West Virginia’s sportsbooks are home to virtually hundreds of different markets. The only restriction applies to high school sports, which are strictly off the limits.

You can bet on all professional and collegiate sporting events without restrictions, so if you are a fan of the West Virginia Mountaineers or other local teams, you can place wagers on them. This is different from some other states that don’t allow you to bet on college teams in the state.

Also, live betting (and cashing out of bets) is allowed in West Virginia.

Here are some of the most popular types of sports bets in WV:

Licensing Details & Tax Rates

As we have pointed out, the main gambling regulatory body in West Virginia is the West Virginia Lottery Commission. It awards licenses and imposes taxes on all online gambling operations.

Here’s a quick rundown of the rules that pertain to sports betting licensing procedures and taxes in WV:
