FanDuel landed in Pennsylvania on July 22, 2019, partnering with Valley Forge Casino (owned by Boyd Gaming) to bring both a retail sportsbook and their now-iconic betting app to the state.
Whether you’re riding with the 76ers, backing the Eagles, or taking a shot on an out-of-town team, FanDuel consistently delivers some of the sharpest odds out there. For me, the app’s clean design, killer promos, and handy features make it the most enjoyable betting app I’ve tried.
What really puts FanDuel ahead of the pack is their market depth. I’m not just talking about the number of sports you can bet on—it’s the sheer variety of options within each sport. Props and season specials are where they really separate themselves. Whether it’s NFL playoff milestones or first-basket scorers in the NBA, they give you plenty of creative ways to get in on the action.
If there’s one area they’re lagging, it’s the lack of a loyalty program for sports bettors. For those of us who spend a lot of time (and money) on the app, some extra perks would go a long way.

2) Caesars: Best for NBA Betting
Caesars entered the Pennsylvania sports betting scene on March 10, 2020, through a partnership with Harrah’s Philadelphia. Alongside their online app, they also take bets at their retail sportsbook there.
What really puts Caesars on my radar are the perks for players. They roll out over 40 odds boosts every day, and their Caesars Rewards program is a nice bonus. You can rack up points betting online and use them for perks at Harrah’s Philly or other Caesars locations across the country.
Caesars is my top pick for NBA betting. They’ve got competitive odds on spreads and totals, which is a must for hoops betting. I also love their creative futures, like the NBA Championship exacta, where you predict the finalists and the champ. And lastly, Caesars offer a wide range of odds boosts for NBA games, and some of them are too good to pass up.
In general, the Caesars Sportsbook app is simple to navigate with its clean white design and well-placed menus. There's also a biometric login (face ID, touch ID, etc.), which makes it easy to get in the app, browse bets, and lock in picks.
That said, Caesars does have some downsides. Their odds on prop bets aren't the best, on average, and they offer fewer player prop options for major sports compared to FanDuel and DraftKings.

3) BetMGM: Best for Football Betting
BetMGM entered the Pennsylvania online betting market on December 17, 2020, securing access through Hollywood Casino Morgantown.
BetMGM has plenty going for it, with some standout qualities like sports coverage, promos, and features. They offer odds on 30+ sports (depending on the time of year—some are seasonal), including niche options like biathlon that you don’t see everywhere. They also tend to have the biggest welcome bonus in the game, plus creative promos for regular bettors, like the Longest TD Jackpot and Hit the Hat Trick Jackpot. On the features side, tools like Auto Cash Out and Edit My Bet can be game-changers when you need to adjust a wager or lock in a win before the final whistle.
If you’re into football, BetMGM is one of the best options out there, whether it’s the NFL or NCAF. Their odds are consistently great. I’ve tracked them for months and found their vig on football to be among the lowest among major books.
They also keep football promos flowing throughout the season and playoffs. Finally, their props for every game are top-notch. Two of my favorites are First TD Scorer and Player to Score 2+ TDs
If there’s one area where BetMGM could level up, it’s their futures. I’d like to see more creative season specials, like the ones FanDuel and DraftKings have been rolling out. Another gripe is how quickly they start limiting successful bettors.

4) BetRivers: Best for Soccer Betting
BetRivers was one of the first sportsbooks to get Pennsylvania’s betting scene off the ground, launching its app on June 27, 2019, through Rivers Pittsburgh, where they also run a retail sportsbook.
What sets BetRivers apart are its strong sports coverage, fast payouts, and competitive teaser odds. Unlike other books that stick to preset -120 or -130 lines for teasers, BetRivers calculates odds based on the individual legs, which often results in better odds than you'd get elsewhere.
If you’re betting on soccer—whether it’s the Philadelphia Union, another MLS team, or international matches—BetRivers should be on your shortlist. My deep dive into their odds showed that BetRivers consistently offers the best soccer odds among the major sportsbooks, and it’s not even close.
That said, the platform does have some frustrating quirks. Most of the issues are tied to functionality. I’ve run into random “connection is too slow” errors just as I was rushing to place a bet, even though my internet was running perfectly fine. When you’re in a time crunch, those moments can make you want to pull your hair out.

5) Fanatics: Best Features
Fanatics went live in Pennsylvania on February 7, 2022, stepping in for PointsBet after acquiring the brand. Their land-based partner in the state is Hollywood Casino York.
I’ve always been a fan of PointsBet, but Fanatics has one-upped them. What I like most about them is their lightning-fast app, which is the quickest I’ve used.
The odds have also seemed to get better. While pricing for prop bets fluctuates a lot at other books, Fanatics is consistent in their pricing and charges low vig.
I’m also a big fan of their FanCash rewards program. It’s built on a cashback model, giving you a portion of your bets back as loyalty credits that can be used for bonus bets or to grab gear from their shop.
The real difference maker here is the features. With live streaming, micro-betting, and partial cash-out options, Fanatics offers plenty of tools to keep bettors engaged. On top of that, they’ve added an AI-driven tool that personalizes your experience by tailoring the bets and options shown to your preferences.
The biggest drawback is the lack of a desktop platform. Most people do prefer betting on the go, but having the option to place wagers on a laptop or PC would be a welcome addition for those who occasionally like to use a bigger screen.

6) SugarHouse: Best Odds Boosts
SugarHouse is Rush Street Interactive’s second sportsbook brand in Pennsylvania. Their land-based partner is Rivers Philadelphia, which also hosts their retail sportsbook.
SugarHouse has a lot in common with BetRivers, and that’s a good thing. It means you can take advantage of features on both platforms. Like BetRivers, they make it easy to reach support chat straight from the homepage—something you’d think more books would offer but surprisingly don’t. They’ve also got a solid lineup of sports and some creative NBA player props, like their “game firsts” bets. These let you call how a team’s first possession will play out, who scores the first bucket, and similar in-game scenarios.
What I like most about SugarHouse are their House Specials, their version of odds boosts. Don’t let the name “specials” throw you off—these aren’t wild longshots. Instead, they’re creative bets outside the standard market. For example, you might get +120 odds for Saquon Barkley to rack up 40+ rushing yards in each half while the Eagles beat the Rams. These boosts typically land in the +120 to +200 range, making them both achievable and worth considering.
That said, SugarHouse doesn’t escape some of the functionality frustrations that come with BetRivers. Chief among them is that cluttered newsfeed on the right side of the screen—it eats up way too much space and adds zero value.

7) bet365: Best for Futures Betting
bet365 is the newest player in Pennsylvania’s betting market, launching on July 22, 2024, through a partnership with Presque Isle Downs Casino.
bet365 does just about everything well. They bring solid market depth, great odds, and innovative features like Auto Cash Out to the table. One thing that often flies under the radar is their extensive selection of alternate lines. These aren’t just for the usual bets either—they go the extra mile with options like team totals for a Philadelphia 76ers game, something most books don’t bother with.
What I like most about bet365 is their futures market. In major sports like the NBA, they offer over 18 long-term bets, including creative options like “First Time Winner” or “State of the Championship Team.” And it’s not just the big leagues—they extend that same creativity to sports like golf, where you can find unique season specials, such as wagering on a player to win 3+ majors in a single year.
If there’s one area where bet365 falls short, it’s with prop odds. They’re not always bad, but they can be inconsistent. That’s why I’d suggest pairing bet365 with another sportsbook if props are a big part of your betting lineup.

8) DraftKings: Best Props
DraftKings entered Pennsylvania’s betting market on November 4, 2019, through a partnership with The Meadows.
Even though I rank them 8th (which might raise some eyebrows), DraftKings does a lot right. The differences between them and other books often come down to the details.
Their sportsbook is one of the smoothest in terms of functionality and usability. They also offer strong teaser odds, creative futures bets, and a stats hub that provides valuable betting insights. For example, during a Rams-Eagles game, I came across a stat showing the Eagles were the first to score 20 points in each of their last 14 games. That’s not just trivia—it’s actionable info you could use for a halftime winner bet.
DraftKings really shines when it comes to prop bets. Along with FanDuel, they offer the widest variety of props in the business. Listing all of them would take an eternity, but here are a few favorites of mine: 1st Drive and Game Leader bets in the NFL, either-player props in the NBA (like Nikola Jokić or Kevin Durant to score 30+ points), and plenty more.
The biggest knock against DraftKings is that their odds are weaker for most sports. We analyzed thousands of games and, surprisingly, found that DK charged some of the highest vig (which means you win less). That said, their NFL odds are some of the best on the market, so it’s a bit hit or miss, depending on what you’re betting on.

9) ESPN BET: Best Promos
ESPN BET rolled out its mobile app in Pennsylvania in November 2023, partnering with Hollywood Casino at Penn National to secure market access.
It’s not my primary sportsbook, but ESPN BET still earns a spot in my rotation. Their moneyline odds are a standout feature—they consistently beat the competition in this category. They’ve also got a decent range of odds boosts, with some creative markets in their “In the News” section. You can come across boosts like “James Cook, Josh Allen, and Lamar Jackson each to record 10+ first-quarter rushing yards.”
What I like most about ESPN BET is their promotion lineup. It’s loaded. While a lot of their resources go toward parlay boosts, they also throw in some variety. Think tennis cashback offers, Shootout Protection (where you get your money back if your NFL moneyline pick loses in a shootout), refer-a-friend deals, and more.
The app’s functionality is where things fall flat. It’s sluggish—similar to the issues Barstool had before. Load times drag, and the layout is disorganized. For example, props aren’t neatly categorized like they are on DraftKings or FanDuel. Instead, everything feels crammed onto one screen, making it harder to find what you’re looking for.

- BetMGM with Pittsburgh Steelers and Philadelphia 76ers: BetMGM was the first sportsbook to partner with pro teams in PA when they partnered with the Stellers and 76ers in 2020. BetMGM was able to offer customized branded games and offers, increasing its reach and engaging fans.

Pennsylvania Sports Betting Timeline
Here are some of the most important dates related to sports betting in Pennsylvania:
- 2015 – Representatives Rob Matzie and Rick Kotik discuss legalizing the sports betting market as the activity was already present in PA, but it wasn’t legal.
- January 2017 – Matzie and Kotik make an unsuccessful attempt to pass a sports wagering bill—H 519.
- October 2017 – Gov. Tom Wolf passes a sports betting bill aiming to legalize sports betting once PASPA is lifted—H 271.
- 2018 – The Pennsylvania Gaming Control Board (PGBC) prepares everything for launching sports betting after PASPA ban is lifted. Retail sportsbooks start to open in late 2018.
- 2019 – SugarHouse becomes the first sportsbook to go live, followed by BetRivers, FanDuel, and DraftKings.
- 2020 – Even though sports betting continued to expand, it experienced a huge downfall for a couple of months due to COVID-19 lockdowns when all sports events were canceled.
- September 2022: Caesars Sportsbook goes live in Pennsylvania.
- November 14, 2023: ESPN Bet launches in Pennsylvania, replacing Barstool Sportsbook.

Pennsylvania Sports Betting Rules and Regulations
The main regulatory body for gambling in PA is the Pennsylvania Gaming Control Board (PGCB), which is also in charge of licensing and regulating retail and online sports betting operations.
Every operator that wants to offer its sports betting services in the Keystone State needs to acquire a proper license from the PGCB. Moreover, operators cannot offer sports betting on their own. First, they need to partner with one of the retail gambling businesses. There are currently 12 land-based casinos in PA, and some already have sports betting partners.

Who Can Sign Up for Pennsylvania Sportsbooks?
Anyone located in Pennsylvania that is 21+ can place bets in retail sportsbooks or online. You don’t have to be a resident of Pennsylvania to place bets—you just need to be physically present there.
If you want to wager on sports online, you’ll have to open an account with the online sportsbook of your choice and make a deposit. You can typically just walk up and bet at retail sportsbooks.
To register for an online sportsbook in PA, you’ll have to provide some information about yourself. Every sportsbook has a slightly different registration process, but in most cases, you’ll have to provide the following information:
- Name
- Address
- Phone number
- Email address
- Last four digits of your SSN
Is Geolocation Required to Bet on Sports in PA?
Since you can bet with PA sportsbooks while you are within the state’s borders, you’ll also have to confirm your location whenever you use the app.
iOS and Android devices usually have built-in geolocation software that will show whether you’re in Pennsylvania. If you’re not, you won’t be able to actually place bets with the sportsbook (though you can typically see lines and your account information).
